I'm pretty sure that they changed fleets to have no effect on Concord years ago. I could be wrong, as I don't run in high-sec fleets... It's corp membership that makes Concord turn a blind eye.

Good point. I've never used a Venture. You'd probably have to cut the mining yield further then. The point of a ship like that is not to mine, but to look like it's mining.
